The MediaElement expects the video stream (if you are exposing video and not just audio) to be at index 0 and the audio streams to be arranged starting at index 1 after that. In the MediaStreamSource implementation, you must be aware of this convention and add the MediaStreamDescription for your video first. You can then add the audio tracks in the order in which you want them to be made available when a developer accesses a specific audio stream using the MediaElement.AudioStreamIndex property.
